Foreign Disinformation from Jamestown Foundation Undermines Canadian Democracy

Canadians United Against Modern Exclusion (CUAME) has released a critique of a recent report from an American Think Tank that spreads disinformation and undermines Canadian democracy. Sadly, this report is being amplified, wittingly or unwittingly, by Canadians whose motivations are unclear.

The Jamestown Foundation report, “Harnessing the People: Mapping Overseas United Front Work in Democratic States”, claims to have identified more than 2,000 organizations worldwide that are part of the Chinese Communist Party’s United Front Work Department (UFWD), of which 575 operate in Canada. The report claims that these organizations, which serve the Chinese diaspora, have been co-opted by the Chinese government to “represent the voice of the [CCP]” and “constitute latent capacity that the Party can mobilize to advance the Party’s agenda.”

The report provides just a few examples of the Canadian groups it claims to be implicated with the CCP. Based on the evidence presented in the report, the Jamestown Foundation appears to treat activities such as celebrating Chinese culture, promoting Canada-China trade, and generally representing Chinese Canadian communities as conclusive evidence of co-optation by the Chinese government. The report reflects a broader narrative in which anything short of opposition to China is treated as evidence of loyalty to Beijing, and therefore as contrary to Canadian interests.

The Jamestown Foundation did not respond to a request for the full list of Canadian organizations. The effect of not making public the list of 575 organizations is to cast suspicion on all Chinese Canadian organizations, and to invite discriminatory and stigmatizing acts against every one of them, including from national intelligence and security agencies.

The Jamestown report has even listed Chinese Canadian Liberal and Conservative Political Associations as CCP United Front Organizations, without explanation. This is particularly harmful and dangerous for Chinese Canadians who want to participate in the country’s democracy through party politics. If the Jamestown claims are taken seriously, membership in these associations could be interpreted as evidence of “surreptitious or deceptive conduct” engaged in “at the direction of, or in association with, a foreign entity.” Under the 2024 Foreign Interference and Security of Information Act, this offence carries a maximum penalty of life imprisonment.

It is bad enough that a foreign think tank is seeking to spread disinformation in Canada. What is worse is that Canadians are aiding and abetting this kind of malign foreign interference by repeating the claims of the report and spreading fear. These sitting and former politicians, as well as former intelligence officials, are in effect acting as the foreign agents in Canada that they claim to have unearthed in the Jamestown Foundation report.

Canadiens unis contre l’exclusion moderne (CUAME) a publié une critique d’un récent rapport d’un groupe de réflexion américain qui répand de la désinformation et mine la démocratie canadienne. Malheureusement, ce rapport est amplifié, sciemment ou non, par des Canadiens dont les motivations demeurent obscures.

Le rapport de la Jamestown Foundation, « Harnessing the People: Mapping Overseas United Front Work in Democratic States », prétend avoir recensé plus de 2 000 organisations dans le monde qui feraient partie du Département du travail du Front uni (UFWD) du Parti communiste chinois, dont 575 seraient actives au Canada. Le rapport affirme que ces organisations, qui servent la diaspora chinoise, ont été instrumentalisées par le gouvernement chinois afin de « représenter la voix du [PCC] » et de « constituer une capacité latente que le Parti peut mobiliser pour faire avancer son programme ».

Le rapport ne fournit que quelques exemples des groupes canadiens qu’il affirme être liés au PCC. À la lumière des éléments de preuve qu’il présente, la Jamestown Foundation semble considérer des activités comme la célébration de la culture chinoise, la promotion du commerce entre le Canada et la Chine et, de façon générale, la représentation des communautés sino-canadiennes, comme des preuves concluantes d’instrumentalisation par le gouvernement chinois. Le rapport traduit un discours plus large selon lequel tout ce qui n’est pas une opposition à la Chine est traité comme une preuve de loyauté envers Pékin, et donc comme contraire aux intérêts canadiens.

La Jamestown Foundation n’a pas répondu à une demande visant à obtenir la liste complète des organisations canadiennes. En ne rendant pas publique la liste des 575 organisations, on jette la suspicion sur l’ensemble des organisations sino-canadiennes et on invite à des actes discriminatoires et stigmatisants contre chacune d’entre elles, y compris de la part des agences nationales de renseignement et de sécurité.

Le rapport Jamestown va jusqu’à inscrire des associations politiques libérales et conservatrices sino-canadiennes parmi les organisations du Front uni du PCC, sans explication. Cela est particulièrement préjudiciable et dangereux pour les Sino-Canadiens qui souhaitent participer à la démocratie du pays par la politique partisane. Si les affirmations de Jamestown sont prises au sérieux, l’adhésion à ces associations pourrait être interprétée comme la preuve d’une « conduite clandestine ou trompeuse » adoptée « sur l’ordre d’une entité étrangère, ou en association avec elle ». En vertu de la Loi sur l’ingérence étrangère et la sécurité de l’information de 2024, cette infraction est passible d’une peine maximale d’emprisonnement à perpétuité.

Il est déjà grave qu’un groupe de réflexion étranger cherche à répandre de la désinformation au Canada. Ce qui est pire, c’est que des Canadiens se font les complices de cette forme d’ingérence étrangère malveillante en reprenant les affirmations du rapport et en semant la peur. Ces politiciens en poste et anciens politiciens, de même que d’anciens responsables du renseignement, agissent en fait comme les agents étrangers au Canada qu’ils prétendent avoir démasqués dans le rapport de la Jamestown Foundation.

一家外国智库企图在加拿大散播虚假信息，本已十分恶劣。更糟糕的是，一些加拿大人通过复述该报告的说法、散播恐惧，为这种恶意的外国干涉推波助澜。这些现任与前任政界人士，以及前情报官员，实际上正扮演着他们声称在詹姆斯敦基金会报告中揭露出来的那种在加拿大活动的外国代理人角色。
